This glossary defines interpretive terms used in relation to the Partner State Standard™.

Partner Relationship
A structured relationship between organizations in which outcomes, exposure, or dependency may be coupled over time.
Structural State
The underlying configuration of dependency, exposure, and outcome coupling within a partner relationship, independent of intent, sentiment, or stated agreement.
Interpretive Standard
A reference standard used to establish shared understanding or classification before decisions are made. Interpretive standards do not recommend actions or dictate outcomes.
Structural Interpretation
The act of interpreting a relationship or system based on underlying dependencies, exposure, and outcome coupling rather than surface behavior, narrative, or stated intent.
Authorization
Formal permission granted under license to reference a proprietary standard for internal use within a defined scope.
Internal Use
Use of a standard within an organization for internal interpretation, alignment, or governance purposes, without external publication, representation, or attribution.
Scope of License
The defined organizational boundaries within which a licensed standard may be referenced, including the entities authorized and the nature of permitted use.
Canon
The authoritative document containing the official definitions and classifications that constitute the Partner State Standard™, as issued and versioned by the licensor.
Versioning
The controlled process by which a standard is maintained, updated, and re-issued over time without altering its core interpretive authority.
Non-Prescriptive
Describes a standard that does not recommend actions, decisions, or outcomes, and does not imply responsibility for implementation.
Governance Context
Situations involving oversight, accountability, risk, or organizational authority rather than operational execution.
