The Partner State Standard™ is licensed annually and selectively.
Licensing grants authorization to reference the Standard as an internal interpretive classification standard, in accordance with the Canon and the applicable license agreement.
Licensing does not confer ownership, advisory rights, or implementation authority. It grants permission to reference a fixed standard as issued.
License Types
Licensing is scope-based. Each license defines where, by whom, and for which organizational entities the Standard may be referenced.
Organization License
Authorization for a single legal organization.
- Applies to one corporate entity
- Internal interpretive use only
- No affiliated or subsidiary entities included
- Authorization does not extend across corporate boundaries
This license is appropriate when interpretation is confined to a single organization’s partner relationships.
Affiliated Organization License
Authorization for a defined group of affiliated organizations under common control or governance.
- Applies to a primary organization and a specified number of affiliated entities
- Affiliates must be identified at the time of licensing
- All authorized entities operate under a single license scope
- Internal interpretive use only
This license is appropriate where partner interpretation must remain consistent across related organizations.
Master License
Authorization for broad internal use across multiple organizations under a unified governance or stewardship structure.
- Applies to multiple affiliated organizations
- Scope is defined contractually at issuance
- Centralized stewardship of the Standard is required
- Internal interpretive use only
This license is appropriate for organizations that require consistent structural interpretation across complex or distributed partner environments.
Scope & Authorization
Licensing defines:
- The organizations authorized to reference the Standard
- The boundaries of internal use
- The Canon version in force
Authorization does not expand beyond the defined scope. Use outside scope constitutes unauthorized reference.
Renewal & Versioning
Licenses are issued on an annual basis.
- Authorization renews annually
- Licensees are authorized to reference the current Canon version in force
- Canon updates do not expand scope or alter license terms
- The Standard is maintained through controlled versioning
Renewal preserves continuity of authorization and registry record.
Registry & Verification
Authorization status is recorded in the License Registry.
Registry records include:
- License ID
- Authorization scope
- Canon version in force
- Effective and expiration dates
Registry records constitute the authoritative record of authorization.

Licensing is priced according to scope. Pricing is discussed privately following a briefing and is documented in the license agreement.
